Here's a plug-in with no pretensions.
Just click create and pick the stairs option, and you can build straight or spiral staircases by just clicking and dragging.
Once built, you can modify the number of steps in your staircase, its angle, height and radius (if it's a spiral stair). You can give it a handrail of whatever size and thickness you want, and you can add or remove a central column.
There's nothing here you couldn't do by hand, but for convenience, and sheer practicality, it's hard to beat.
